So lets say you are on B5 and its you and 1 other person in the nether. Youve checked everywhere, no one else is down there, and they activate the T trap. Since theres no chance anyone else couldve done it, as the activation button doesnt reach to the surface, can you kill them, as you are 100% sure they are traitor?

If you have 100% certainty then like with all common sense cases, you can kill for it right now. However you have to have checked hiding spots in nether and made sure there was nobody hiding behind the house/hill etc and that nobody TPed in, activated the trap and instantly TPed out, if you want to kill for the activation of B5 nether trap.
