Why was the Flare Gun moved back to slot 7?

A long while back, due to its lack of use and strong demand for it, the Flare Gun was moved to slot 8. I've noticed for the past few months (As I've only recently returned to gmod) that it is back in slot 7. Why the change? It seems like the same issue is happening again; the flare gun is very rarely used anymore as there are other items more viable than it since its a slot 7.

Doesn't entirely answer the question; it seems to be just assumptions/speculations floating around. Is it that it never got back to? Deemed 'too op'? etc

 

It's more used as a weapon than to burn bodies I guess. But then again I'm not sure myself.

I see the flare gun quite a bit on eu2 still.
