if it's not extremely obvious throughout the entire clip, he's locking onto people's heads (and in the middle of the clip you can see he even locks onto some entities, the homer simpson models in the background)

you can also right click the video and set the speed slower so you can see it in slow motion if you're not convinced that he's aimbotting​
