Unfortunately, this evidence is not conclusive. ttt_print_damagelogs doesn't show who shot first, which is crucial for fairly dealing with reports. I'm going to have to deny this report.
Alternatively, when you report him just screenshot the response. Should his response say something like "yeah, who cares mods aren't on", then we can handle it. If it's something like "You shot first", a video would be the only way to resolve the case.
