I'm not sure what you're asking here. If there is absolutely no justification and a staff member handles it, they would be slain.
Are you giving all the context you can possibly give? And if it is the full context, shouldn't this be a staff report instead?
We handle all reports with the evidence we have in the logs and on the servers. If you were killed at the start of the round and someone just put all the transcripts of CNN 10 Student News, they would be slain, if there is or isn't staff on the server.
