No. The code for ulx private messages doesn't have any method to support this easily.

 

+1 on a few contitions:

1. You can't mute staff
2. If you die because you muted someone, it is your fault, not the player who you muted

So since it's not easy we can't do it

 

Not anytime soon. Not worth the dev time. You know this.
