You'd be better off if you linked examples of the player models you want in the servers from the Steam workshop. Personal experience though, anime skins are usually overlooked, wouldn't get your hopes up.
Usually suggestions include links to the actual player models, as well as images or even recordings. I did look into the Kaneki Ken model you wanted, but came up with nothing. If you can find one though, feel free to edit your post and include a link. As for Luffy, there's a few different versions of models of him. Check out the GMod Workshop to find one you like, and add that to your post here. And to what Alice said, yes they are usually overlooked, but don't be discouraged! It's sometimes very hard to find a well made player model representing a character from anything animated, just because they look weird in 3D while trying to keep with the same style as it looks in 2D animation. You may have to look far and wide for one that works, but once you find one you enjoy, maybe you'll have some luck.
