no it isn't, your account can be easily jacked through steam guard with email guard only (although it can also be done with authenticator however, harder) not to mention someone who is bothered enough to go through computer memory to find a steam guard code isn't going to be stopped by an email lmao as for op, just check your email and find the one from steam, lock your account and recover it thru steam support
If you get hacked the ip is most likely not the place of the hacker but either a vpn or some relocator. As steam is good, but not excellent.
