Don't know what the game is but it's available for free so here we are.

EDIT:
Initial research makes it seem a bit similar to XCOM in terms of the actual action.
There doesn't seem to be any base building, but there is squad management.
Also action seems to play out in real time/slowed time, rather than turn-based.
