With 60 you see a smooth picture. Now with 30 you see what is theorized as Retinal Jitter. Our eyes are said to work around 43.3 (not frames per second but that is a relative figure) so the transition to say 30-45 would be rather significant. now with 60 we get what looks to be a smooth ride.
In before someone says that humans can only see about 26fps. In all reality, I love twitch so much more than youtube because twitch had 60fps for a long time before youtube finally jumped on the bandwagon of the 60fps world.
