Failure to kos someone who has been deemed a traitor is not a traitorous act. Unless they witnessed the traitorous act and did nothing to stop it.
You can't force other players to kill each other. You can't kill them for not following your orders. You can only call suspicion if you think the last 2 players might be traitors because they are refusing to kill each other.
