I found the workshop thingy.

The bright blue guy 1 from the left or 4 from the left and the red guy in the bottom right 2 from the very right were what I was thinking.

 

I like this one better than what i found

The regular Master Chief is for VIP so it would only make sense for this to be for better ranks...
