What specific error are you getting? If you have VIP+ setup as recurring you'll need to cancel that before purchasing Elite. But it would help if we can see whatever errors you see when trying to purchase Elite.

Card declined is not because you have VIP+. You either don't have enough funds on your card, or your card is not allowing the transaction to go through due to suspicious activity.
