Like when a traitor kills people around them, people always shoot the AFK for "GBA", particularly in groups of AFKs in a spawn area.
The logic of GBA works 2 ways. On one hand, A sees B does something obviously traitorous and does not react, which implies that either A does not know how to play, is not sure what to do, or (assuming A is rational) is T buddy of B. On the other hand, B kills everybody around A EXCEPT A himself, which further implies that A and B are t buddies. So that's partly why AFKs are not immune to GBA law, since there is usually a reason why the traitors shoot everybody around the AFK except the AFK himself.
