Upgrades on Vanilla

Possibly add the upgrades to vanilla for the things we have like Radar,DNA and Health Station and Flare gun.

Could give players more incentive to play for them and not just come to RDM.

Yes, but Vanilla isn't about the downloads.. It's about Vanilla. Lol.
