So when a mod starts looking at a report someone made against you or you made then it appears who is handling the report. Imagine there were 3 people alive ,2 innos (one of them a mod) and a traitor, the mod dies so he starts handling a report you made last round, can you kos the other person since you know the other inno (the mod) is dead? Mods can leave the RDM manager open into the new round. Admins can open it any time. Unless I'm misunderstanding the question, no, you cannot with 100% certainty assume the moderator is dead.
You can still play the game with the rdm manager opened. You can still walk, look around and shoot (with some trouble). So this is false to kos unless you found their dead body.
