Yes, I was on at the time. I was recording but I couldn't gather enough evidence to ban for hacking. I'm not sure if this is enough. I did however ping him with a mass rdm x 4. That could be globalized due to the amount of players he killd and he was recently banned for mass rdm on another server.

 

Ill just point out that even if you cant see the kill it was an AWP headshot with his XHairs Tracing the dudes head on his entire descent, An AWP to body does 60 ish and this dude got one hit on full health
