Remove winters howl ability to prevent moving your cursor

Its already op af not being able to move, but not being able to aim is just retarded, remove this trash.

You asked what the logic behind you not being able to aim was. Freezing would be that you are frozen and not able to move which would include aiming. It's not a question about realism.
