Make suggestive lolicon sprays a bannable offense

Someone posted a spray with shiro who is an 11 year old anime character with underwear and her tits almost out, its nasty and according to @Credence its allowed. No hate on credence but an 11 year old character spray where you can see the side of her tits and in panties isn't considered inappropriate?
