As far as I know, the 2nd message dorsn't mean KOS, but depending on the first message, there could be a KOS. Some people bind their KOS bind with a 2nd message bind, so it sends 2 messages. 1 KOS message and one "fun" or like the one you wrote as an exampel
No, since the single message does not explicitly say a specific player is T or should be killed, rather that someone somewhere is KOS which is never considered valid. These messages most often come about from a player with a second message bound to a ttt_radio command dying mid KOS and only 1 message sending.
