Detectives can kill you while you are tazed, so unless they are still shooting you that means they have stopped trying to kill you, which means you can't kill them in self-defense anymore as they aren't actively trying to kill you. The problem before, and which generated discussion (link), was that the tazer made you invulnerable while you were tazed, that isn't a problem anymore.
As iii said, self defense necessitates that you're being directly attacked. If the attack ends, your right to self defense ends. So, if a detective tazes you but does not attack the ragdoll, e.g. he turns around and runs away, the attack has ended. In short: No, you do not have grounds for self defense - UNLESS the detective was still attacking you.
