This was never the case. If you thought this was the case you were mistaken. Throwing a discombobulator, anywhere on the map, is traitorous and you can be killed for it.
Yes. I was informed by an administrator that there was a short period of time where you could only kill when you had a chance of being put in danger, but this was reverted back when it was found to be too hard to define what "danger" meant. What I said above is correct at present.
