As the title says, I believe this area needs to be blocked off. I'm going to give you a -1 because I actually really enjoy this part of the map. I've tested it out and frags / explosives do damage people in that area, so I think there's an easy solution to people who camp there.
That area is technically unreachable because you have to use a prop to get there. Those detectives should have been brought. +1
