Rejected Allow users to plus one apps

Users are a part of the community, if someone is trolling, ban them, dont take away your communities rights to vote, seems a bit weird, I dont think only staff should decide apps, this is making the forums less intresting to register on, and its a step backwards in applications.

Future application system will streamline the process, restricting normal players from commenting is just part of the process.

If you have something good to say about a player, PM the admins with a well constructed paragraph of your opinion and back it up.
