(In Sony Vegas) Cut out the portion of the video you want to speed up (Pressing S to split the video), then when you have the part of the video cut out that you wanna speed up, right click it and click Insert Envelope -> Velocity
I sped it up to 300% cuz that's the maximum it lets me do. After you've sped it up you have to cut out the excess video from the sped up part (Cuz you're left with 300% speed that is 3 times too long, so it just replays 3 times really fast).
I usually do this by checking what the last frame of the next video looks like (when the video goes back to normal speed) and then finding that frame in the sped up part (about 1/3 into the clip) and just split it out with S and deleting the excess parts.
