I remember talking about this with Jabba a while ago so I don't know if it gained any momentum among the staff team but...

( Example of a story, not something that actually happened )
"Jack recently became a Moderator. He's enjoying the new spot and has become a model mod. He might become admin soon. But Jimmy brings forth evidence of Jack RDMing constantly and being toxic. This evidence is from two months ago. Jack has changed significantly since then."

Now I can see a problem, because if Jack has changed and is moving forwards in a good way, why should his past be held accountable when he has changed. Why should he be punished if this evidence is two months old?

I propose after some time any evidence that can be used against you becomes invalid. Of course within reason. Obviously evidence of you doxxing someone should always be handled. But evidence of RDMing and being toxic after for say two months should become invalid. Especially if that player has changed. Holding your past accountable should always be something everyone should consider. But punishing a player with that old evidence should not always be so considerate. There is more fine tuning this could use if it's to be implemented and admin discretion is always a thing. But consider what I wrote.

At that point it’ll probably be up to admins discretion. If the admin deems that a player changed and they don’t deserve the punishment so be it, but if they see the player hasn’t changed, then it’ll add to whatever case they have against the player.

I definitely remember a while back that I made a staff suggestion regarding the topic of requiring evidence to be provided within a timely manner.
The main reasons behind a report is both that a user gets punished and that a user is able to acknowledge that their actions aren't in line with the rule set. Alongside enabling a user to "Reform", it also helps to prevent other users withholding evidence to use at a later time when they feel it will be most beneficial to them.
Realistically, if the evidence used within a report is 1+ month(s) old an admin would be best to intervene and determine if it is worth punishing the user or not.

As it is, we have SoL on how long staff should keep evidence for ban or punishments in case of report or appeal, past that timeframe it isn't required and can safely be deleted (unreasonable quantities of data about gmod). If it was out of those timeframes for the offence it probably wouldn't be considered, and it'd be up to the admin to decide on the course of action. But Nathan and the above put it well.

I'm talking about if a player is holding information until the right time. This is more towards players holding such info

We do not condone players being vindictive. Withholding evidence just to use it when the player wants to will not be tolerated.

Is this new or has it been around for a while?

I believe its just general knowledge that wouldnt be allowed. I would suppose its an unwritten "rule".

Make it so it's a written observed rule so that it can be acted upon as such, not being up to "unwritten". Cause somebody could take advantage of that.

Most of the times when people apply, admins look to see how the player is. If the player was known to have been toxic, then they are under the magnifying glass more than a regular player would be. You have to consider what they've done in the past, and if those tendencies from then, are still prevalent now. Reform/change is very much accepted within this staff team around now, hell before the turn of 2020 I was a pretty toxic player towards staff, and yet despite even being discouraged by Highwon himself, I still became a mod because I shown that I changed, and also had an ability to moderate the servers. I'm just one of many examples though, I've seen people who used to be toxic trolls become amazing ass staff members.

The key is, showing that you've changed, showing that you've either matured or calmed down. The past will be what the past is, and most of the times Admins will have an idea of how bad a certain player is before even considering their application. Personally with the admins now, I don't think they'd really bother much about it, considering if someone was able to record a player being toxic, that information would be well known across the staff team. Though I'm sure the timeline given is sorta unrealistic, but ye.

There are a lot of unwritten rules you just gotta not be dumb and use your brain as the unwritten stuff is common sense, the extended rules are already half a day's worth of reading so things are intentionally left out because we are all assumed to have mental capacity
