Basically just an idea, so unfinished reports dont risk being forgotten if they end up on another page. Like if a report is complete, it doesnt need to be on top of the report forum. I dont think it would be that complicated to make, its just the Important mark, just with Investigating instead o.o
You can manualy select it to appear first. Or just press the pending sign so it only shows the pending reports. But +1 to make me more lazy

another idea that would add to this on, a new section maybe under general solely for "staff reports" lets face it the template for "ttt reports" (and dr if that's still a thing, kinda hard to report a dr staff member that doesnt exist) is useless when reporting a staff member 99% of the time, all that's needed is who and why, plus it would move some reports out of the ttt/dr reports section making reports againt rule breakers stay visible for longer
