The latter clause pretty clearly refers to rule breakers, but the first part could be applied to cases where people game the system and the rules to get others punished/warned by virtue of the rules sanctioning it.
Far as I'm concerned, staff intervention is a source of negativity if the intervened against party feels unjustly treated.
Am I to understand that this policy could be used against someone if they were to use the rules malevolently against others (i.e. toxic gameplay but forum-side)?

2) In terms of "players who continually instigate, form baseless arguments" - what would class as "baseless arguments" (bad wording?) and "instigating"? I understand the concepts but in relation to these rules, some exemplary examples to exemplify aforementioned would be appreciated.
