is it still considered a Giveaway if only those enter the giveaway that can make me giggle or feel wow with one or multiple posted gifs? ...

 

I am fairly sure that you can set entry requirments for giveaways as long as anyone can do them..

Well giveaway is if it's random one. If you mean something like competition it should be in off-topic.

 

I don't know what the exact rules for it to be classified as a giveaway, however I would classify that as a contest which you would more than likely post here in off topic discussion.

 

Contests such as making you giggle/laugh are not considered giveaways so long the prize is only given to the person who succeeds in doing so, rather than a random system of the entered players who tried to so do. Your thread would go under the off-topic section.
